The Black Book was created to remove the chance for error and lessen the complication and tediousness that often accompanies the project implementation period. It methodically defines technology projects based upon the recommendations and goals set by the Orange Book.  These project plans are laid out so everyone involved, including non-technical staff, can understand what each step of theimplementation should be.
